For what it's worth the London street competition requires only the evidence of human presence rather than actual humans. That's a pretty broad scope, but it would include this I think.

By the way, while I am 100% with you that this belongs to street - you are in a public place, and shooting something that is not street - I doubt that this could make it to the Yard.
